The Blinking System
Indicators rely on a flasher relay. This makes the bulbs blink at a steady rate. Hazards use the same relay but activate all four indicators.
If your indicators blink too fast, it usually means a bulb is blown. If they don't blink at all, the flasher relay might be faulty.
